The cloture motion on H.R. 3633 failed 49-50 on Tuesday 15 Sep 2026, and XRP dropped from a $1.42 close on 14 Sep to $1.28 on 15 Sep, with an intraday low of $1.25 on 16 Sep. ETF flows that week were +$11.26M (14 Sep), $0 (vote day), +$3.50M (16 Sep) and then the first outflow of the month, −$5.15M, on Thursday 17 Sep, per SoSoValue data relayed by PANews and 247WallSt. Cumulative net inflows stood at about $1.71B on 18 Sep, total net assets at roughly $1.51B, and the funds hold about 1.8% of circulating XRP. XRP has since recovered to about $1.54 (CoinGecko, 22 Sep 00:05 UTC). This page is a tracker; the tables are updated as new flow data is relayed.

How much has flowed into XRP ETFs? #

Cumulative net inflows into the US spot XRP ETFs reached $1,710,373,048 on Friday 18 Sep 2026, per SoSoValue data relayed by 247WallSt. Total net assets were about $1.51B on the same date (SoSoValue via KuCoin). The week ending 18 Sep was reported as the tenth consecutive weekly net inflow, at +$9.56M, after +$18.98M in the week ending 11 Sep and +$13.32M in the week ending 4 Sep.

The holdings tracker xrp-insights.com puts the funds at about 1.13 billion XRP after the 18 Sep close, roughly 1.8% of the 62.9 billion XRP in circulation (CoinGecko). What did XRP ETF flows do during the CLARITY Act vote? #

Nothing dramatic. Per SoSoValue data relayed by KuCoin, PANews, CoinCentral and 247WallSt, the spot XRP ETFs recorded no outflow day until Thursday 17 Sep.

Closes for 14 to 17 Sep are CoinMarketCap daily closes; 11 and 18 Sep are CoinGecko’s 00:00 UTC print for the following day; 8 to 10 Sep are not in our data set.

Two things stand out. The vote-day print was zero, not negative, even as XRP fell 9.6% close to close. And the one outflow day came two sessions later, concentrated in TOXR and XRPC rather than spread across the group. The week still closed at +$9.56M. Holdings-based counts from xrp-insights.com show different daily signs (for example +738k XRP on 17 Sep) because they measure custody balances, not primary-market creations; we treat the SoSoValue USD series as canonical.

What was the CLARITY Act and why did it fail? #

H.R. 3633, the Digital Asset Market Clarity Act, would have written a statutory split of authority between the SEC and the CFTC and set market-structure rules for crypto trading. Cloture on the motion to proceed needed 60 votes. On 15 Sep 2026 the Senate voted 49 yea to 50 nay (Congress.gov record vote 234). Sen. Thom Tillis entered a motion to reconsider, which keeps the bill procedurally alive; no final-passage vote took place.

The bill would not have “made XRP legal”. XRP’s treatment as a commodity for regulatory purposes rests on the 2023 court ruling and, reportedly, a March 2026 agency interpretation. CLARITY was about market structure, not any single token.

The return path, per ABA Banking Journal and AMINA reporting, is either a lame-duck attempt after the 3 Nov midterms or a fresh start in a new Congress in 2027. Sen. Cynthia Lummis was reported by Yahoo on 15 Sep to have said “It’s over.”

Separately, Bloomberg reported on 18 Sep that the CFTC sent a proposal titled “Regulation Crypto Asset Transactions and Regulation Crypto Asset Markets” (RIN 3038-AF80) to the White House Office of Information and Regulatory Affairs on 17 Sep. It is at the prerule stage and its contents are confidential.

Which XRP ETF is attracting the most money? #

Bitwise’s XRP ETF (ticker XRP) is the largest at $525.3M and took the biggest share of September’s inflows: +$9.30M in the week ending 11 Sep and +$9.69M in the week ending 18 Sep, per SoSoValue data relayed by KuCoin. Its 14 Sep print of +$11.26M was the largest single day in the period. Fee: 0.34%.

Franklin’s XRPZ is second-largest at $395.2M and the cheapest of the six at 0.19%. It was the only fund with inflows on 10 Sep and 16 Sep, and added +$6.69M and +$5.02M in the two reported weeks.

21Shares’ TOXR ($150.2M) is where the fee picture is muddled. SEC filings show 0.30% while the 21Shares TOXR product page shows 0.50%; we show both until the issuer reconciles them. TOXR also accounted for most of the 17 Sep outflow (−$3.78M); Canary’s XRPC ($346.7M, 0.50%) had the other −$1.37M. Grayscale’s GXRP ($91.6M, 0.35%) and REX-Osprey’s XRPR ($53.0M, 0.75%) are the two smallest.

On institutional ownership, CoinDesk reported on 2 Sep that Goldman Sachs held about $87.4M of exposure at the end of Q2, the largest disclosed position at that point.

How do XRP ETF flows compare with Bitcoin and Solana ETFs? #

Our fact pack does not contain Bitcoin or Solana ETF flow series, so the comparison stays narrow. On Friday 11 Sep, when XRP ETFs took zero, 247WallSt’s round-up reported Ethereum ETFs at +$216M and Bitcoin ETFs in a fourth straight day of outflows; XRP’s ten-week inflow streak (as reported by KuCoin) ran through a choppier stretch for Bitcoin funds.

On price rather than flows, Solana has outrun XRP in September. At the same CoinGecko tick (22 Sep 00:05 UTC) SOL was $118.71, up 15.7% over 7 days and 26.4% over 30 days, against XRP’s +8.0% and +5.0%. For the Solana fund-by-fund view see US spot Solana ETFs. Where does the XRP price stand now? #

Updated 21 Sep 2026. Per CoinGecko at 22 Sep 00:05 UTC, XRP was $1.54, up 8.1% in 24 hours, 8.0% over 7 days and 5.0% over 30 days. Market cap was $96.6B, rank 5, on 24-hour volume of $6.2B. The all-time high is $3.65 on 17 Jul 2025, so the current price is 57.9% below it. CoinMarketCap’s historical data records an older $3.84 print from January 2018; either way, XRP is roughly 60% below its peak.

The recent path: $1.00 on 18 Aug, $1.52 on 24 Aug, $1.42 into the vote, $1.28 the day after, and back above $1.40 by 19 Sep. The post-vote low was $1.2527 on 16 Sep (CoinMarketCap).

On supply: Ripple’s escrow released 1.0B XRP on 1 Jul, 1 Aug and 1 Sep and re-locked 0.7B each time, a net 300M XRP per month, according to on-chain trackers. The escrow balance was about 32.0B XRP in mid-September per xrp-insights.com. Ripple no longer publishes the quarterly XRP Markets Report; the last official escrow figure was 37.13B XRP at 31 Mar 2025. The next scheduled release is 1 Oct, up to 1B XRP.

What could move XRP ETF flows next? #

  • Teucrium 2x Short Daily XRP ETF. Effectiveness reportedly delayed to 11 Oct 2026. It does not change spot-ETF flows directly, but it gives traders a listed way to position against the price.
  • CLARITY Act, second attempt. The Tillis motion to reconsider allows a lame-duck vote after 3 Nov.
  • CFTC rulemaking. RIN 3038-AF80 has been at OIRA since 17 Sep; a published proposal would be the first look at the agency’s plan for crypto spot markets.
  • 1 Oct escrow release. Up to 1B XRP; the July to September pattern was 0.7B re-locked the same day.
  • New products. No new spot XRP ETF filing or fee waiver has appeared since 1 Sep.

Did the CLARITY Act failure cause XRP ETF outflows? Not on the day. Flows were $0 on 15 Sep and +$3.50M on 16 Sep. The only outflow, −$5.15M, came on 17 Sep and was concentrated in TOXR and XRPC. Cumulative inflows ended the week higher than they started.

What is the difference between cumulative inflows and net assets? Cumulative inflows ($1.71B) net every dollar in against every dollar out since launch. Net assets ($1.51B on 18 Sep) is what the holdings are worth on the day, so it falls when XRP falls even if no money leaves.
